Now the brakes are totally locked up. The tractor won't move. But if I open the bleed screws, it will move. You can do this behind the dash by taking off the hood cowl (I think that's what it's called). Look at the ends of the rocker shaft, are the rubber plugs right against the cotter pins? Had a 4020 that the rubber plugs got hard and moved into the shaft tube and cut off the oil to the shaft. But it does sound like the problem is deeper. The later early models and on only have 2 reverse gears that are sped up. The the early ones, 1st reverse is the same speed as 3rd forward, 2nd reverse is like 5th and 3rd reverse is like 7th. So, 3rd reverse is 12mph. Great for plowing snow. :rock.
